Laila Saat was appointed Chief Regulatory & Corporate Affairs Officer of Astro in July 2026. She leads Astro’s regulatory, corporate affairs, Intellectual Property Protection and ESG agenda, providing strategic leadership across regulatory affairs, intellectual property protection, stakeholder engagement, governance, corporate reputation and other strategic portfolios under her leadership to support the Group’s long-term growth and responsible business objectives. 

A seasoned corporate affairs and government relations professional with more than two decades of experience, Laila has built a distinguished career at the intersection of public policy, regulation, corporate strategy and sustainability. She is recognised for fostering trusted partnerships with government ministries, regulators, policymakers, industry bodies and other key stakeholders, while providing strategic counsel on complex regulatory, governance and public policy matters.

Laila first joined Astro in 2005 and, in 2009, assumed broader responsibilities as Director of Regulatory & Corporate Affairs, where she led the Group’s regulatory affairs, government relations, corporate affairs and industry engagement. During her tenure, she played a pivotal role in shaping Astro’s regulatory strategy, strengthening stakeholder relationships, advancing constructive public policy engagement and supporting Astro’s strategic priorities.

Laila has also championed industry-wide anti-piracy and content protection initiatives while strengthening collaboration with government agencies, regulators and enforcement authorities in support of a sustainable and responsible media ecosystem.

Prior to rejoining Astro, Laila held corporate affairs and communications roles across the communications and property sectors, including UEM Holdings Berhad, where she gained extensive experience in strategic communications, stakeholder engagement and public affairs.
